I don't think Rice is inarticulate, but she is having a hard time selling a lie that it doesn't sound like she believes.
It all depends on what your definition of "escalation" is. I just love the fact that this administration berated Clinton for his parsing of he English language, when in fact ehy do it more often, and for far more serious reasons than Clinton did.
