Sam is just parroting the BigBusiness group think that's historically been championed by the Republicans. Change costs money and requires resources, usually resources that businesses don't have. Further it risks their profit stream. Many times a company will run itself right into bankruptcy just because they're afraid to change. E.g., the entire airline industry! They drove themselves into bankruptcy with an outdated business model (screw the business traveler) all because they had neither the skill, nor leadership, to change despite every fact available that they should. So, to fight change, more industries have fought the change agent, Global Warming, with FUD.
