That's completely logically inconsistent. City Councils are in the business of maximizing citizen value and that's all they're in the business to do. If they think your house does that then they'll take it. The point being that there's nothing special about a corporation that makes it any different than any other group of humans gathered for a common purpose. If the voters don't like the council's work, they'll vote them out.
