Is this Vista? As Ben said, scrolling is surprisingly processor/graphics intensive. Vista may be set to use some features (like "smooth scrolling") while plugged in and tone things down (fewer effects) while on battery. Look up "Performance Options" and try setting it to "Best Performance" and see if that helps. If it does enable features until things even out - of its "smooth scrolling" or font smoothing options that cause problems.
