who do you have quotes from? did you amortize the setup quotes over the life of the project? How long do you forsee the project lasting? are the small run printers cutting you a break for continuous work (100-1000 pieces is pretty significant). Are you talking to small run printers that use digital presses? that should significantly reduce the "setup" as there is little to none (plug your file in and go).
