How do you pre-load an image that is only specified in CSS? I'm not sure
that can be done...

What would make it seem web 2.0?

We are building a blog to go with it at the moment... I can include dynamic
POD of data such as RSS feeds etc. We can put those cute/neat little buttons
on to say XHTML CSS etc... 

Or are we talking, big blocks of colour with rounded edges and a photo of a
leaf with dew drops on it going across the width of the page just below the
top nav bar etc, etc, etc?
