Gel, It _is_ comedy. Mixed with social satire.
Just because it is not your cup of tea (or mine), does not make the show unfunny or "not comedy". Apparently enough people found it funny for enough years that he's been doing the same schtick for 25 years, and clearing his company 20 million a year on average.
