Ok,

If you use Eclipse, then there are a lot of plugins that will do that and
95% are open sourced. There are also plugins for DB development via JDBC
connections as well. but it depends on what sort of development you want on
Access, even the MS SQL 2005 Express Console tool is free and will connect
to Access, but if you want more control with forms, and reports you can't
beat Access it self.

With flowcharting, I haven't come across one that I really like yet and am
still going through the list as there are a lot out there, even with UML
design I am having a hard time getting one I would recommend either. But
these are due to personal preferences for what I need, so maybe other uses
can recommend a good UML and or Flowchart software.

I did a google for open source java flowchart, and you will see that there
is a lot out there. Just haven't found one that fits my requirements as yet.
