Sort of - Vista is no different than XP in this regard.

"Adminsitrator" is just a title.  By default they CAN do everything, but
they can also be subservient to a security policy which can drastically
limit capability.

For example I'm "administrator" on my XP machine (which uses a custom image)
but I still can't change my IE start page, my screen saver settings or many
other things due to a corporate security policy.
