Even the portions of the nav bar div that are not over the flash movie
don't work.  The flash movie is only below the first top half of the
navigation buttons.

IIRC, in many browsers (FF included) Flash movies have a functionally 
infinite z-index, so the mouseovers will never show above the flash, if
