Like the story speculates, one or both of the family members is in the military and is trying to get out of their commitment. 2. One of both of them are civilian contractors who committed a crime in Germany and are seeking to escape prosecution. 3. They committed a crime here in the US and are attempting to escape prosecution. Either way it makes me wonder why an American would do this.
