I guess... but it's pretty generic. In our company the "Stack" is the collection of products which have been approved for enterprise purchase (as in the "Checked the Enterprise Technology Stack to see if the software we want is already listed.") I suppose the usage comes from the term "stack" as an archive of vetted or stored information (as in a library) but it's really lost most of its meaning through use.
