I'd disagree.  However, I've never had a cat in a city, or even a suburb.

The closest thing would be the neighborhood my parents live in now, and, 
well....  Three of the cats were indoor/outdoor from when we lived in an 
even more rural area.  The fourth was a stray, and knew how not to get 
flat.  Although she did get fat, once food was available on a regular basis.
