They have most of it already. 4 20 meg bombs exploded high in the atmosphere 
should wreck most electronics with the emp they would set off. The only ones 
left would have to have some very heavy shielding, like a Faraday cage.

Wouldn't be too surprised if it were real, the US military has plans for nearly 
everything, from invading Andorra to occupying Zimbabwe and everything in 
between. Besides the effects of EMP on electronics have been well known since 
the late 50's.

The recent cyber attacks on Estonia is thought to have been a Russian army 
effort. The Chinese PLA also has been engaging in electronic attacks on Taiwan. 
So the US and the NATO countries really do need an equivalent electronic 
military defense.
