It has little to do with insurance.  The concept is to create a
marketplace for healthcare and to be a next step from the Bush
administration's move to start publishing performance data on
hospitals.

Right now, the way our current system works, doctor's get paid if
you're sick but pay no penalty for poor care. To make matters worse,
this screwed up system exponentially increases administrative costs
every year and makes preventitive care just as expensive as necessary
care so consumers aren't incented to go.  And consumers have no way to
evaluate healthcare providers so that they can find a doctor that's
right for them.

Add it all up and you have a system spiraling towards implosion while
providing less and less care.

Bush took the first step in stopping the madness by publishing
performance data on hospitals nationally.  Now you can decided which
hospitals are providing better care which incents poorly performing
hospitals to fix their problems or close.  Carol.com is the next step
by rolling out info about healthcare providers.

In the exact same way that deregulation dropped airfare to rockbottom
prices, consumer driven healthcare will drive down costs and increase
quality.
