Simple solution to the immigration problem:

(1.) Create a new law that says that employers must post hard to fill
jobs centrally.  If they can't fill them for 3 months they can hire
non-citizens.

(2.) Once a non-citizen has had a full-time job for 5 consecutive
years, they can apply for citizenship, a 7-10 year process.

(3.) Existing businesses must repost any job that an alien has and
then start with #1 (as well as be penalized per existing law).

(4.) Anyone applying for health services, gov't services, etc will be
assessed for citizenship and treated according to law.

(5.) High tech and other highly educated jobs can fast-track workers
and those workers can fast-track citizenship.

Done and done.  Employers get the workers they need, the US gets the
citizens we need.
