This is exactly why government's role should be limited to education.
That way, if someone wants to leave all they have to learn a trade, go
to college, whatever and then they can have plenty of money.

But, that's just the 80%.  20% have some handicap, mental issue, etc
that are probably keeping them from making good decisions and that's
where charity comes in.  That takes you down to 5% and for them
there's 'ward of the state'.

Done and done.
