Yes, and if you read the article you would know that this argument has been
presented. However, I still think that having a photo ID to prove that you
are a citizen (and yes, I am aware that there are fake Id's floating around,
but that is another discussion) is the best way to go in order to vote.
Using an electric bill or a social security card is no guarantee that you
are a citizen. I can borrow my brother's SS card and say I am him. Since
illegal aliens have to live somewhere, I am sure that they can produce a
utility bill. This does not mean you are a citizen. And if you cannot get a
drivers license, then get an ID card. Long story short, if one of the
requirements is that you need to be a US citizen to vote, then you need to
be able to prove said citizenship.

Loose your wallet right before an election and you miss out...

Just happened to me before November elections, good thing they don't ask for
ID's in NY right now... If they did I would have been pissed. There are
plenty of ways to verify a persons identity, photo id is just one of them.
