Yes, and if you read the article you would know that this argument has been presented. However, I still think that having a photo ID to prove that you are a citizen (and yes, I am aware that there are fake Id's floating around, but that is another discussion) is the best way to go in order to vote. Using an electric bill or a social security card is no guarantee that you are a citizen. I can borrow my brother's SS card and say I am him. Since illegal aliens have to live somewhere, I am sure that they can produce a utility bill. This does not mean you are a citizen. And if you cannot get a drivers license, then get an ID card. Long story short, if one of the requirements is that you need to be a US citizen to vote, then you need to be able to prove said citizenship.
