Ever watch Hell's Kitchen? Sure, the waiters will always say they're
working hard and serving customers and making incremental progress.
But that doesn't detail for you that the establishment is dying a slow
death because of a incompetent strategy.

So what does Chef Ramsay do to fix the broken strategy and enable
revolutionary change?

Rarely does he fire anyone because, in general, people like to good
work and succeed. So the question isn't the people, it's almost
always the leadership and, therefore, the strategy.

So, first he tightens up operations, then he realigns strategy to
current landscape. Which is exactly what we need in Iraq.

An expert restaurateur to identify the strategic flaw and aligns all
the good operations folks around a new fact-based strategy.
