The standard definitely covers syntax and statement construction, but not object models. I think that certain aspects, like prototyping and so forth are either optional or not specified. Also remember that the "JavaScript" that we know in browsers is actually a pretty old version of the ECMAScript standard - I believe that ActionScript represents an implementation of a newer version. I do know that Adobe has released the ActionScript engine to open-source and given it to the Mozilla folks. So they can't be completely incompatible.
