I think it's a top consumer driven healthcare component because it puts an individual's health record into their hands and under their responsibility - which is exactly how it should be. Think of getting hit by a bus while vacationing in Mexico: your spouse, for example, could release your PHR and then everything a doctor would need to know would be available immediately and *you* would be providing it. How many people on this list have ever even seen their consolidated health record? How about know if or where it exists? Why, as individuals, do we want our health information maintained by others?
