Any new license plate design is reviewed and approved through the same
process.  Just because a "Save the Whales" plate is approved doesn't
mean the state has any responsibility to print plates for every other
non profit ocean organization.

If you want a Jewish plate, or a FSM plate, you have to go through the
same process.  I doubt you'd get a FSM plate, but you would probably
get a Jewish plate if you really wanted one and were willing to go
through that process.
