No doubts there - lots of blame. Of course the #1 perpetrator is Phil Gramm in close association with Bush. And the irony is, of course, further de-regulation is one of his domestic policy items that fell onto Bush's back burner. And now Bush is the very guy who'll need to be responsible for doing exactly what he said would never have to done, bail out freddie and fannie.
