That would be customers - filling their gas tanks. The oil companies are the ones earning the money. They get tax breaks for re-investing money earned into new exploration and production. Or perhaps you would prefer that they be taxed to death and make no re-investment in infrastructure, and than we can pay even more of our money to foreign suppliers of energy. Does that sound like a solid plan to you? Because that will be the net effect of punishing U.S. oil companies for the price of oil.
