"Pointing Nukes" at any given target is largely just a political
posture.  Targets are all pre-programmed and can be reassigned at a
moment's notice.  How exactly do you point an entire missile silo.
Aren't they all just pointing straight up in the air?

The whole concept of pointing missiles at anything in particular is
just a political tool to represent how pissed one country currently is
with another.  It doesn't represent any more of less actual risk, just
that Russia is pissed off, which is really where the risk lies, not
where the missiles are "pointed".
