The surplus wasn't real :) Remember the lockbox? That was Al Gore saying the SS was raided and we need to stop it. The debt was payed off with a giant IOU to SS funds with the promise of future earnings. Since the economy was going to be booming for another ten years that was simple math. The dotcom threw a wrench in that plan.
