Yes, Gen. Petraeus came up with the Surge concept, and we have executed it well, but the Prez still has overall decision making responsiblity. When the idea was presented to him he could have said no. We all know that when the shit hits the fan, or things go well in these areas, the Prez is the one who gets criticized or praised.
