I'd like to see it combined with a revamped educational system that
pushed college out 2 years from HS graduation and during which time
there was all kinds of public and private internship opportunities.

e.g., starting as sophmore in HS you would have to do X amount of
country service.  you could get a waiver if you had high enough
grades, blah, blah, blah but otherwise after HS:

* peace corps
* military
* civil service
* corp internship
* private business intership
* others

This way kids who had their shit together could get their civil
service requirement fulfilled in HS and then go into business
internship for 2 years.  Other kids could go military .  Other kids
could get jobs building infrastructure, etc  or peace corps or
whatever.

But kids should go to college for more than job training and because
they want too.  Corporations and private businesses should have an
easy path from internship to fulltime without college.
