I'm going to say this is a trick question, because his distinctive echo is a
byproduct of two related, yet different effects, which I have yet to see
combined in a single stomp box (and I never use multi-effect processors).
There is a delay effect in there, so I'd say to duplicate that you'd use
either a Boss DD-7 in analog modeling mode or a vintage DM-2 if you can find
it, with the delay set to a medium length and a low effect level.  However,
any of the Boss DD series will work.  The bigger component of his echo
effect from what I can hear is the reverb, and that's a lot harder to
duplicate in a stomp box.  The best reverb stomp box I've found is the Boss
RV-5; for Eddy tone I'd set it to spring reverb with low/mid-level feedback
and high effect tone, with a relatively long effect time.  That's the best
way I can think of to try and duplicate his tone with pedals; if I had the
money to spend I'd get a cheap tube amp, replace the reverb unit, and hook
it up to a delay pedal.
