The "loopholes" would simply be the US making agreements with those
wishing to legally and properly arrest war criminals to NOT arrest
them.

In other words the US would be admitting to war crimes, but paying off
the law to get out of prosecution.

I'm putting a 50-50 probability on that, but there's no "win" in it.

"HEY!  Woo hoo!  We got away with war crimes!  We're great."

Not.
