Server is going offline and I disabled the share since this happened today.
I'm trying out http://www.easeus.com/datarecoverywizardpro/download.htm
which was recommended on Expert Exchange but volume shadow copying was
disabled so that is not helping.

We had pretty good luck with something called testdisk, I think (there
are tons out there, I like the free *nix based ones in general), but
what's imperative is that you don't write over the deleted content.

If this is a heavily used server, you probably won't have any luck,
but what you'd do is shut it down, or at least prevent any more
writing to the drive, and then run the recovery SW on it.

Be prepared for days-long run times.

Basically, if this was on their main server, they are probably screwed.
