Robert's totally right:

If you put Congress in charge of *execution* of the plan, we're
screwed. Again. And twice may be once too many (assuming once
isn't).

For the life of me I can't understand why anyone would even consider
such a thing, nor can I fathom an individual Congressperson even
suggesting it.

This ain't rocket science: bid it out to a consulting group or 2 or 3,
bid out a SEPARATE team of auditors to determine and enforce terms of
use, and assign czar and a bipartisan selected and agreed to board for
oversight.

What the hell is so complicated about this?

And if this is so complicated then we're not getting shit done, Obama
is failing, and Robert is totally right about Congress turning away
from public service in favor of greedy personal pursuits.
