not all kids have parents willing/able to homeschool. Not all kids have ADD. Not all kids have parents who understand the difference between ADD and a behavior problem.
In other words the local school had big problems that were quite different than what my kids would have needed. I passed. I don't claim to know the answer to the larger societal issue, but as it was for this school....NCLB assumed that all this was happening because of apathy. No. As I understand it, because we were on the south side of Central, we were considered south valley and we were at the edge of this school district. It is a highly Hispanic area with, in addition to a very settled American-born population with its own traditions/dialect, a lot of Mexican immigrants who were there a while and then went elsewhere. So no gains in English ability ever registered because of the constant influx of new children. The American-born children already speak English. Learning was taking place but the test wasn't showing it because the children were moving away.
