Dig a little conceptually though ...
Right now you've got:
consumer -> provider -> plan administrator -> payer
Right now "payer" is consumers, private, public and usually some mix
("fee for service").
If you changed nothing else but "payer", and eliminated "private", the
effect would be to LOWER costs AS A WHOLE. Why? Larger risk pool.
So while the garage logic seems pleasant, the reality is - as always -
quite a bit different.
