e.g. What you're saying is "if I pay $100,000 for my house and pay $1,000 a year in taxes (1%) that's a 'lower tax' than paying $10,000 in taxes on a $1,000,000 house (1%)" but you're not paying :more taxes" based on a higher tax rate, which is what a progressive tax is. That's a flat tax. if you are paying $100,000 for my house and pay $1,000 a year in taxes (1%) and paying $100,000 in taxes on a $1,000,000 house (10%), then yes you are paying "more taxes" based on the percentage you pay of value.
