as a percentage of (perceived) value, yes. But you're attempting to
conflate higher amount of taxes based on purchase price and a higher
amount of taxes based on a stepped percentage of taxes.

e.g. What you're saying is "if I pay $100,000 for my house and pay
$1,000 a year in taxes (1%) that's a 'lower tax' than paying $10,000
in taxes on a $1,000,000 house (1%)" but you're not paying :more
taxes" based on a higher tax rate, which is what a progressive tax is.
That's a flat tax.

yes you are paying "more taxes" based on the percentage you pay of
value.

Otherwise you're just conflating terms.
