I'm using VUE (open source) and I'm asked to test out open source. Only other thing for modeling is Rational Software Architect but its using eclipse so they picked it as one of the tools in the box. Don't know if any of them support tablet use or not since I don't have one, but I may find out.

I use SmartDraw for a lot of diagramming stuff, and they have specific functionality for use with a tablet. Other tools might as well, I don't know for sure. Even without special functionality, you can use the pen to drag and drop shapes, write freehand on diagrams and charts and use the built-in OCR to drop in text from your handwriting, etc. That's one of my favorite uses of the tablet functionality.
