No. My daughter was born in a German hospital, and was initially a German citizen, but since she was born to a US service member serving overseas in an official capacity, she was automatically afforded US citizenship once I filled out the paperwork at the US Embassy. So she is a dual citizen now. I think that she would be able to run for prez if she wanted to (I hope the hell not, my family has way too many skeletons in the closet). Anyway, assuming he was born overseas, you need to see why his parents were there and all the other legal crap. I am sure that if someone wants to run for prez, there is some sort of vetting process to ensure that they are qualified.
