When I lived near Portland, OR, my car was broken into about 8 times in 2 years.
The cops told me they knew who was doing it. But they wouldn't open a case on it, as it was just a property crime, and the police weren't handling those anymore. Once the thieves made the mistake of also stealing unopened mail while stealing all the photos I had taken in 4 years of living out west. The mail was found in a dumpster, and was returned to me after 6 months. The police had opened a case, but it went unsolved. The photos were left in the dumpster, though. I don't understand what services the taxpayers of Oregon were actually getting.
