Most liberal to most conservative: (1.) UK system: gov't owns the entire healthcare system, i.e., doctors work for the government. This is how our veteran's system works. (2.) Canadian system: the government is the sole financier (no private financier product allowed), but the providers are private. This is how most of our medicare system works (~75% with the other 25% being public-private "medicare advantage" plans). (3.) The public option: this is when people can choose between a public or a private financier (like an insurer). (4.) The public option only for the uninsured: restricted version of the above. (5.) The public option only for the uninsured with an opt-out: same as above except states can opt-out. (6.) The public option with a trigger: no change to the private financing system unless certain metrics aren't met.
