Was it original inline in cf?

looking at a templates css, trying to figure out the double #.  I know one #
is a id.  Looked at several tutorials but couldn't find an answer.

Example:

I am trying to do h1's with different colors.
This does not work:
h1 {
font-weight: bold;
font-size: 15px;
 font-family: Verdana, Geneva, Arial, Helvetica, sans-serif;
line-height: normal;
 margin-top: 0px;
margin-bottom: 0px;
}
##h1 .red {color: #FF0000;}
