Sean Corfield has joined the Railo team, he's basically Railo US. Mark Drew is part of the Railo team as well, heading up a team doing customer consulting projects in the UK, I believe. Denstar has doing some contributions to the project when he isn't swamped with CFEclipse stuff. I'm active on the mailing list but don't contribute any code at this point.
Railo has a nice extension provider system that makes it easy to extend the platform and add new features to it. A number of community projects have popped up around that, the most prominent being the Ajaxy stuff that Adobe put into CF8 and 9 but that Railo didn't have. A group of users got together and made an extension that is easy to drop into your local Railo install that replicates all the functionality that Adobe put in, but does it with JQuery/JQueryUi instead of Ext since the Ext license is commercial. I believe that they also made it so that you could swap out your own base Ajax library (like mootools or scriptaculous) for the underlying bit. The project has been received well enough that it is being brought into the main Railo product for the next major version.
