Yes...I would bring up charges against the judge for not doing so as a breach of professional ethics.

Obama can't do it on his own. Then again I suspect that it'll get overturned with the first appeal. That judge had a massive conflict of interest. I also don't think that the recent federal court ruling will stand as the President was well within his powers regards if it may cost some jobs or not. The many environmental laws and other laws give him ample power to do a heck of a lot more than what he is doing.
