A better solution would be to allow themselves to check into a care
facility. Then give them all the heroin or meth they desire. Or rather
slightly more with each dose. That ought to take care of the problem.

That said the English heroin addiction program works pretty good. They
get daily minimal maintenance doses and generally do quite well on it.
They're mostly able to work, etc., without having to rob places etc.
Perhaps the US should look at something similar.
