Except the Republicans never had a plan either. Your views that Europe is 'poorer' for their socialist policies is skewed. European countries are ranked far higher than the United States with regard to the quality of life of their citizens on all internationally accepted metrics.
The recession which was CAUSED by the United States and its regulatory policies has brought untold hardship for many nations. But it was caused by the United States, not by Europe. If this article had come out, and these people had signed it when the fiscal packages were passed it would be credible. As it is, saying the ship won't float when it appears to be sinking takes no knowledge, foresight or special ability.
