Yes, that would be the generous way to look at it. :) 

 

I can accept the Russian decision, although they have to do a lot of work to
get their house in order pre 2018. But Qatar is a really odd one that makes
very little sense, unless the intention really is to award to people who
have never held it before.

 

By the way, the England bid for 2018, which was marked as being the most
impressive of the bids by FIFAs technical committee, received only 2 votes
out of 22. Bearing in mind one of those votes would have been the England
representative, that means in reality our bid got 1 vote. Which is amazing.

Well..I guess part of it is about spreading the influence of FIFA and
Football to new areas of the world?
