It's when you override the permissions that disallow you from having root
permissions (think *nix here).  All android devices do not give you root
level access and you have to run a program on it to root it so you can make
modifications to the UI and other functions that are not allowed by default.
This usually breaks whatever warranties and the like you may have, so caveat
emptor...

Once you root it, you can completely change the UI...for the android phones,
they have all sorts of custom UIs that you can then install.  It can also
override things like carrier restrictions on sharing internet access and the
like...with the risk of getting your service dropped if they find out.  I
guess it is a lot like jailbreaking an iPhone, except that rooting is more
for the geeks that want to explore the capabilities of the Android device
rather than just making it more functional.

idk what a root exploit is, but i did find that people have put Snow Leopard
on this, as well as Ubuntu :)
