I am sure it includes it, but I wonder what percentage of it domestic
manufacturing and what percent is offshored manufacturing where US companies
still profit from it.

I believe that number includes manufacturing on the ground inside the US.  I
don't see a reliable link supporting that, but would be interested in seeing
a reliable fact based link supporting or refuting that.
