What is a reasonable period of time? Long enough for them to get hold of the data and store it for an unreasonable amount of time? They aren't seeking a balance; they want the scales tipped permanently in their favor.
I like how consumers come last in that list. I am not trying to put too much into that statement, but I am thinking that the hierarchy as stated is pretty representative of of their priorities. Remember, whatever additional power they do get, they will never give up and will abuse in many creative ways lawmakers never intended. Balance. pheh. The only balance we have is fighting over it.
