This isn't concerned with Revenue, so there is no reason to introduce it.

It doesn't change the fact that the tax cuts are placing a severe
draining, especially post wall street engineered financial crash,  on
the US Economy.

They were supposed to be Temporary, the GOP is making them permanent.
