Except I consider Browsers etc. to be almost a specialist area. I wouldn't expect the average person to even know that what they are using isn't good enough.
Couple this with a fear of experimenting by most non - techies and I really don't blame the users too much for this. I don't blame MAC users for just using Safari either.
